Kein Schuldenerlass für die Republik Kongo!
Bei „Kongo“ denkt man meistens nur an das riesige, zunächst von belgischen Kolonialherren, dann von Diktatoren wie Mobutu und Kabila gebeutelte Land im Herzen Afrikas, das schon mal Zaire hieß und heute unter der Bezeichnung „Demokratische Republik Kongo“ firmiert und wo im UN-Auftrag nun auch deutsche Soldaten das „nation building“ besorgen sollen.
Es gibt aber im Nordwesten, jenseits des Kongo-Flusses, auch noch ein anderes, kleineres Kongo, eine ehemals französische Kolonie, ungefähr so groß wie Deutschland, aber nur knapp vier Millionen Einwohner zählend. Dieser Staat nennt sich „Republik Kongo“ und seine Hauptstadt heißt Brazzaville.
Der Präsident von Kongo-Brazzaville, Denis Sassou-Nguesso, gelangte zuerst 1979 an die Macht. Kurz nach dem Zusammenbruch der Sowjetunion 1991 wurde sein marxistisches Regime abgesetzt. 1997 setzte er sich nach einem erbitterten Bürgerkrieg mithilfe einer Söldnertruppe wieder durch und rief sich zum Präsidenten aus. Seitdem regiert er das Land mit brutaler Militärgewalt. 2006 wurde er Vorsitzender der Afrikanischen Union und ist als Vertreter Afrikas zum kommenden G-8-Gipfel geladen, der vom 15. bis 17. Juli in St. Petersburg stattfindet. Dort wird Sassou-Nguesso auch seiner alten Forderung nach einem Schuldenerlass für sein Land Nachdruck verleihen. Weltbank und Internationaler Währungsfonds scheinen sich bislang nicht gegen diese Forderung zu sträuben. Mit einem durchschnittlichen Pro-Kopf-Einkommen von etwa 700 Dollar im Jahr mutet das Land tatsächlich nicht sehr wohlhabend an.
Doch muss man auch wissen, dass dieses Land jährlich Erdöl im Werte von 4 Milliarden Dollar exportiert. Wenn man nun diese Summe auf die vier Millionen Einwohner umrechnet, ergibt sich ein Wert von 1000 Dollar. Dass hier etwas nicht stimmt, ist allzu offensichtlich. Zu diesen Ungereimtheiten passt, dass „Transparency International“ den Staat zu den korruptesten der Welt zählt. Nach Angaben der Afrikanischen Union kostet Korruption den gesamten Kontinent umgerechnet jährlich ca. 120 Milliarden Euro, das ist ein vielfaches dessen, was ein Schuldenerlass über die nächsten zehn Jahre bringen würde.
Es gibt gute Gründe anzunehmen, dass ein Schuldenerlass in den meisten Fällen kein geeignetes Mittel ist, die Korruption zu bekämpfen. Im Gegenteil: Verschwendung und Misswirtschaft der herrschenden Machtelite werden sogar noch belohnt. Sinnbildlich dafür steht das Ausgabe-Verhalten des Präsidenten Sassou-Nguesso, der während eines UN-Treffens im September 2005 eine Hotel-Suite auf drei Etagen für 8.500 Dollar am Tag bezog – mehr als sein durchschnittlicher Landsmann in zehn Jahren verdient. Die gesamte Hotelrechnung des Präsidenten und seiner Entourage für den acht-tägigen New-York-Aufenthalt betrug 295.000 Dollar.
Woher die Macht-Elite das viele Geld hat, ist von der britischen Menschenrechtsorganisation „Global Witness“ untersucht worden. Eine der Schlüsselfiguren ist Denis Gokana, der Präsident der staatlichen kongolesischen Ölfirma, die das schwarze Gold extrem billig an verschiedene Tarnfirmen verkauft, deren Inhaber wiederum Gokana ist. Die Tarnfirmen verkaufen das Öl an diverse ausländische Firmen weiter, unter anderem auch an die Schweizer Firma Glencore. Sowohl Glencore, als auch andere Firmen wie die französische Bank BNP-Paribas sowie diverse weitere Personen, die in das Geschäft mit dem kongolesischen Öl verwickelt sind, haben Erfahrungen im Umgang mit korrupten Diktatoren: Sie waren auch in die Ölgeschäfte mit Saddam Hussein verwickelt, wobei laut dem Volcker-Report die UN-Sanktionen im Zusammenhang mit dem „Öl-für-Nahrung“-Programm umgangen worden waren.
Die französische Regierung ist der größte Fürsprecher eines Schuldenerlasses für die Republik Kongo. Und auch sonst gibt es kaum internationalen Druck auf die Regierung von Sassou-Nguesso, in Bezug auf die Öleinnahmen mehr Transparenz einzuführen. Die Gläubiger, letztlich also die Steuerzahler der großen Industrienationen, dürften jedoch kein Interesse daran haben, das Verhalten der kongolesischen Macht-Elite zu belohnen, die sich stets allen zaghaften Forderungen von Weltbank und Internationalem Währungsfond widersetzt hat, etwas gegen die Korruption zu unternehmen.
Vor allem den Bürgern des kleinen Kongo tut man durch diese Nachgiebigkeit keinen Gefallen: Wo die Regierung keinen Anreiz hat, durch Investitionen in Infrastruktur und Rechtssicherheit die Entwicklung des Landes zu fördern, wird es um die wirtschaftliche und menschenrechtliche Situation auch weiterhin schlecht bestellt sein. Eine Macht-Elite, die es gelernt hat, dass sie sämtliche Rohstoff-Einnahmen für sich behalten und zusätzlich Millionenschulden anhäufen kann und letztere nicht zurückzuzahlen braucht, wird nicht besonders motiviert sein, den Wohlstand ihrer Untertanen mehren zu helfen. Dieser Mechanismus bringt viele afrikanische Ökonomen wie den Kenianer James Shikwati dazu, Schuldenerlasse und sogar Entwicklungshilfe ganz abzulehnen: „Wenn die Industrienationen den Afrikanern wirklich helfen wollen, sollten sie diese furchtbare Hilfe ganz beenden. Die Länder, welche die meiste Entwicklungshilfe erhalten haben, sind jetzt am schlechtesten von allen dran.” Wenn der Westen den Menschen im Kongo einen Gefallen tun möchte, sollte er also zumindest auf der Rückzahlung aller Schulden bestehen.
